Default OK in FF, wrong in IE8

Using Streamline Blue theme:

In FF, the navbar is where it should be and all is fine in the world (for now).

When I view the site in IE8, however, there is a solid dark navbar background image in the header, and the actual navbar appears below the header in the medium blue background.

Is there any way to fix/correct this?

http://aquaman.pogowasright.org is the sandbox (ignore the messy images... just placemarkers)
