Excerpts not showing "read more" link.

I searched the forum before posting this and I found a thread where Nick told the user to use "content limit" instead of "show excerpt" in the "genesis theme settings" but that option is not available there.

I followed the "post excerpts" tutorial and added the appropriate code in my functions file but it only affects the home page, when viewing category pages you still only see [...] at the end of a post excerpt.

So far I have found this to be the case with the Education Theme, eleven40, balance, generate, genesis (default), and all of the sample child themes.

Since it's pretty much an issue across the board, I'm wondering what's wrong and what I can do to fix it?
