Easiest way to create a bi-lingual WP site?

I need to redesign this website, http://www.haskellopera.com/ into a bi-lingual WP site. The problem is that it's in English and Canadian French (which is different from European French), so the use of a WP translation plugin is not a viable option.
When you click on a French page, the navigation for the pages need to be a French language "set" of pages. The only idea I could come up with was to install WP as a multisite option and create another WP site in French so that an English/French option would bring you to one site or the other. Seems like a lot of extra work to replicate the work into a second site but at this point, I can't think of anything else. It would be nice to just have everything within the one WP website...but if not, oh well!
If anyone has any ideas or suggestions, I would certainly welcome them. Thanks!
