A couple of issues with Streamline 3.0

I upgraded to 2.8 and also upgraded to Streamline 3 and now my Featured Content Gallery is not working. Also, when in my admin panel and I preview the Streamline 3 theme, the .css is not there and I'm seeing the raw site layout.

I am running 2.7 on another site with Streamline 3 and no issues.
