Unable to create a blog page on rev tech 3.0 dan wp 2.8

Hi,
today i tried to create a blog page on rev tech 3.0 and wp 2.8, website: http://blog.anugrahpratama.com,
according to this instruction:

CREATING A BLOG PAGE:
1. Go to your WordPress dashboard, and select write page.
2. Select the Blog Page template from the drop down menu under the Page Template section.
3. Change the category ID inside the page_blog.php file to reflect the actual category ID that you have created for your blog.

this what i do:
1. create new post category, named 'blog'.
2. edit page_blog.php and change, this section:
get_query_var('paged') : 1 --> changed to 266, (this is the new post category ID, named 'blog')
3. write page, named 'blog' and write something to test, set the template to 'blog page'
4. write a post, and set it to category 266 ('blog' category)

the blog page shortcut is already shown beside the about page, but, nothing shown.
am i missing something?
