adding Cookie function

I'm trying to add a setcookie php-function that executes on all pages. I want somebody to login and stay logged in for all pages. I use a mySQL database to check the login-data. If data entered is ok: set cookie.
I tried to do it by setting up a hook but that didn't work.
I like to accomplish this by including (request_once) a php file before the doc-type is created.
Please help. I'm
