Top Nav Bar Order

Is there a way to get the page list on the Top Nav Bar in the order I would like? Here is the code I am using:

<ul><?php wp_list_pages('title_li=&depth=4&sort_column=menu_order&include=2,2507,773,'); ?></ul>

I would like the page list to be in the order I have, page 2 then 2507 and then 773. It is showing up on the website as page 2, 773 and then 2507.
