Text to html ratio

Hello;

I was reviewing the diagnostics of several of my pages on the site and the SEO Quake diagnostics says that my text to htlml is 35% and is too low. How do you increase this? I have to believe that they are taking into account other html on the page because a 1,000 word article is mostly text except for 2 hyperlinks, 3 H tags and an occasional italics or bold tag and this is nowhere near 65% of the page?

Is this metric accurate or of any value? Also do unnecessary plugins add html to the site to affect this ratio?
