Css Code of finding spots in a page

Hi,

I am not sure if I am asking the right thing.

I have a page of text. And I would like to know if there are any codes i can use to hyperlink to specific paragraphs on the page.

I know you can do this in html but I am not sure if you can do it in css.

I hope that makes sense.
