Genesis 1.91 + WP 3.5 + Latest News Child Theme
I was posting a post using a shortcode from wp-filebase. Never have any issues. Than suddently this
Fatal error: Call to undefined function is_active_sidebar() in /home/xxx/public_html/wp-content/plugins/genesis-widgetized-footer/genesis-widgetized-footer.php on line 462
Deactivated the plugin than this
Fatal error: Call to undefined function is_active_sidebar() in /home/xxx/public_html/wp-content/themes/genesis/lib/structure/layout.php on line 94
than tried to deactivate all plugin - on the plugin pages I got this
Warning: Missing argument 2 for wpdb::prepare(), called in /home/blueplan/public_html/wp-content/plugins/simple-dropbox-upload-form/inc/wpsdbClass.php on line 34 and defined in /home/xxx/public_html/wp-includes/wp-db.php on line 990
and on the home page I got this
Fatal error: Call to undefined function is_active_sidebar() in /home/xxx/public_html/wp-content/themes/genesis/lib/structure/layout.php on line 94
reactivated the News Theme
Fatal error: Call to undefined function is_active_sidebar() in /home/xxx/public_html/wp-content/themes/news/home.php on line 10
Bottom line with plugin activated or deactivated it is the same!
Any ideas suggestions!

I am the author of the "Genesis Widgetized Footer" plugin. I just wanted to reproduce your error(s) but was not able to do so, also not with WP_DEBUG on.Since the function in the error message regarding my plugin is a native WP function I currently couldn't do much to help you as I am maybe not knowing all specifics of your install. Since the same function is in the message with Genesis itself I assume it must be another issue.
Also if it may sound crazy to you, maybe re-uploading a fresh WordPress package could help. Do it via FTP, existing files could be overriden then. Also, deleting the plugin folders of wp-filebase and that dropbox plugin could help. After deleting try to access the Plugins backend page at yourdomain.com/wp-admin/plugins.php
I hope this helps a tiny bit for now.

Did you have one of the following plugins active in your install?
- Sidebar Manager Light
- Widget Manager Light
- Widgetize Pages LightThese plugins were manipulating the core (!) function "is_active_sidebar".
If that's the case with your install then this is the cause of your issues. You then should go to the plugin pages on WordPress.org to see their update/install instructions (important!).

I just renamed the plugin folder, changed back to a basic WP theme that comes with the package. It then works! I renamed again everything but deleted as much as trouble maker plugin and in particularly, as suggested by @david, the Widgetize Pages Light.

The funny thing about this issue is: some month ago I've already had conversion with the plugin dev company of the 3 mentioned that modified core files: I telled them they should stop this behaviour, sadly, they needed months for this important fix, and caused so much pain for all users, devs etc. involved.
