You can use media queries to hide the video at any screen width and/ore replace it with a image.
Or, line 84 of header-functions.php, you could do something like this :
echo '<div class="header-left">'; /* get_search_form(); */ echo 'Hello World'; echo '</div>';

I don't know because i haven't tested it, that is something you will need to do.
You can use the option in the widget however to exclude from another loop outside the widget, you'll need custom code unless you remove that loop and replace it with a widget area using the featured posts widget.
The option only works with the Genesis Featured Posts widget and not other loops.
The Genesis Featured Posts widget includes this option.

I assume you're referring to single pages? Otherwise you'll need another solution.

You can add code to do that however you would need to be more specific. Are you referring to adding the banner after the header or in another hook position?
Are you wanting to add the banner on every single page of your site? Including the front page?
