    Another new project – http://njvendors.com/ – and the client wants it to be as much like http://www.pavendors.com/ as possible, but converting to WordPress.

    Right now I am using Lifestyle theme, and they want each county to have its own page, but when a listing is submitted to their team, they want to be able to tag it and have it display on the appropriate county page as an excerpt with a link to the complete listing, which I am assuming will have to be a post.

    We tried out a few of the directory plugins, and they rejected all of them because they did not like what they perceived to be a lack of control over the final display. (Need to be able to display static display ads on each county (or vendor-type) page)

    Is something like this even possible? And if so, how would I even begin to set it up?

    You could create a page template with a sidebar below the page output and use featured post widgets in conjunction with the Widget Logic plugin. Or you could add standard loops through a function added to functions.php using conditional tags to control where each loop is output. Or depending on your needs for the static content you might be able to just enter it into the archive intro field for the categories themselves and just add the categories to your menu.
