Is it possible to make each heading in a page a link so that visitors can link to a section within a page.?

GitHub does this very nicely: Here is an example. When you hover over a headline within the document it shows a small symbol of a chain link which makes it easy for a visitor to link to a section within a page.

Is there a way to reproduce something like this in WordPress/Genesis?

The website for which I’d like to use this is this.

    Thanks!
