    Has anyone encountered the problem of having the Simple Social Icons widget on the same page formatting differently?

    The top simple social icons are picking up the styles from the theme. The bottom ones are styled only in the widget.
    You don’t say which you want, but I’m going to assume you want them all small.

    You need to find this section in style.css:
    .home-featured .simple-social-icons ul li a {
    padding: 4rem !important;
    }

    Make the padding line be:
    padding: 6px !important;

    You probably don’t need !important. But the 6px size is what you have on the bottom. You can make them a little larger by making the number larger, up to 16px still keeps a circle.
