There’s two ways to accomplish this. The least complicated way to handle this is through your CSS file. You hide the widget on normal devices and show it when responsive design kicks in:
/*In your standard CSS section add this*/
/*replace .widget-name with the actual class of your widget*/
/*In the responsive design section of your website add this */
That should do it! I’m sure someone here has the function.php solution as well for you.
